"dry mode" zetaclient
Is your feature request related to a problem? Please describe. Create a "dry mode" zetaclient, or "read-only" mode that is a read-only observer/signer. It broadcasts no tx to zetacored and does not actually participate in tss keysign.
This is useful as a lazy observer that can test all other functionality of zetaclientd in a live network.

Motivation and Context There is no easy way to connect into a "live network" environment for zetaclientd. This "dry-mode" can help better catch bugs before deployment using live environment, faster iteration in development due to the higher confidence testing environment and feedback, and generally can potentially serve as a out-of-the-band observer that provides telemetry, diagnostics, indexer, etc.
Removing from milestone for now, might want to first complete the ZetaClient restructuring
