Prevent zetaclients from voting on migration transfers

Related to https://github.com/zeta-chain/node/issues/2442

We can add logic on the zetaclient as well ,to stop them from broadcasting CCTX's where the sender is a previous TSS address

No , this issue is for changes on the client to prevent it from voting, Right now , we avoid the votes from gong through on the zetacore only
