Remove priority nonce mempool fork once cosmos is upgraded

Describe the Issue Currently cosmos sdk 0.47.x is used, and priority mempool doesn't have a way to hook in custom signer extractors. This seems to be available on cosmos-sdk current main branch. Once cosmos is upgraded, places in code with todo referencing this issue should be removed and built in cosmos functionality should be used.
