Custom role with no publishing permission: Publish button not visible in content but can still publish using shortcut keys

Describe the bug Custom role created with no publishing permission (related ticket #269) In STAGE: Publish button is no longer visible in Content BUT I can still do publish using windows shortcut keys CTRL + P
