Global: In App Product Announcement Does not Disappear despite Content Item being deleted

Describe the bug An announcement content item called Dummy announcement was created in Product Announcements. The mistake was realized and it was deleted after but still appeared as an Announcement Pop Up in the platform after. This led to a lot of confusion for the customers and our team.

To Reproduce Steps to reproduce the behavior:

1. Go to Product Announcements in Content in the Zesty Marketing 2023 instance
2. Click on Create Announcement
3. Write a Dummy announcement
4. Delete the Dummy Announcement
5. Notice it still appears in the Pop Up

Expected behavior The Pop Up should not appear once when the dataset content item is deleted.
