Content: Releases App

Prior Context

The releases app will allow users to bulk select articles, add them to a release group, and schedule them to be released at one specific set time together.

This application has already been created and just needs to be ported to the Content application.

Further improvements to be made:

1. On the right sidebar add an option to add to release
2. On the publish button add an option to add to release

What needs to be done

1. Investigate the current solution and what others have done
2. Make it match our new visual langauge
3. Make it support releasing code files as well
4. Make it exist as a standalone app.
5. Make sure it is possible to quickly undo a release
