Consul ttl expired

Will it cause consul ttl expired ? The update time should be less than the ttl setting to avoid expiration.

是的下面一个值应该小于上面的值，否则服务状态会不间断的抽风

我先提个PR把ticker值改为10吧

这个插件的很多配置应该做成能够灵活配置的
