Feature request: silent mode

Since I can't reopen issue #2236, I will create another one, because the feature is not implemented yet, despite the fact that @g4s8 released a new version.

I would propose a silent mode feature. When enabled, @0crat only assign and tag issues/pr's, without any chatting.

As a result, @0crat would not turn GitHub notifications into a trashcan.
