Allow users to "volunteer" for a task

Let's add a new command, @0crat volunteer, which will allow users to volunteer to perform any in-scope, unassigned tasks that they are qualified for (they have the appropriate role, etc.) in the project.

The way I see this working is that if a user volunteered for a task, the elections process will add a small bonus to their election score (something like 0.5). So this means it won't necessarily be the case that the task will be assigned to them; it it still subject to the usual criteria of reputation, speed, agenda size, applicable bans, etc.

@g4s8 @carlosmiranda I think that we shoud allow users to assign those issues to themselves, instead just adding a bonus to the election score. WDYT?
