Support custom metrics

We do not yet document the APIs which allow adding metrics and some of those APIs are marked as internal. We should consider making those APIs public.

The GUI supports a non-documented property IceGridAdmin.MetricsConfigs to allow reading additional metrics metadata. If we make this public, this property should be renamed IceGridAdmin.MetricsConfig to match PropertyNames.xml and it should be documented.
