[ADD] Solution implemented with Java, Ruby and Haskell

Implemented the solution for problem 1-3 with

• Java -> Source + precompiled jar

• Ruby -> Source

• Haskell -> Source + precompiled exe

• Added Readme for each

Cleaned up absolutely broken CSV encoding to make it at least readable with opencsv lib in Java.
