Upgrade from mbedTLS 2.4.0

This repo (net-tools) includes quite an old mbedTLS snapshot (2.4.0). In the main Zephyr repo we for example recently upgraded to 2.8.0. Would be nice to upgrade too, to avoid carrying around old versions of security libs.
