Creating new render texture is becoming problematic.

We can't change the render texture width and height in runtime. The only solution ive is to create new render texture with the current screen. When I do it blur isn't working.

Things I did. Create a render texture in runtime. Applied the same texture to the camera and to the raw image. UI have shader still it's not working.
