Deep Paste takes headless clients into account now

When merged this pull request will:

  • Add setting to toggle hc checking
  • Deep paste checks for hc with minimum group count on which to spawn deep-pasted entities

This will spawn all objects (not just AI) on headless clients. Need to think more about this before merging.
