Tabs reopen in new windows

What happened?

Behavior

When opening a new window the tabs from the last window I closed open with it. This did not used to happen (behavior changed in the last 2ish weeks).

Expected Behavior

When opening a new window there will be no tabs (except for pinned / essential tabs).

I have all the tab preserving settings turned off
