When re-opening a recently closed window, window is opened with and focused on a New Tab page

What happened?

When I hit Ctrl+Shift+T or Ctrl+Shift+N to reopen a closed window, the window will open but will be focused on a New Tab page that I never had opened.

can you try to turn zen.tabs.vertical to false and turn it back to true again in about:config? I was having an issue where new tabs was opened on every startup instead of the last used tab and this fixed the issue

This is still an issue on 1.13.2b. I reopen the recently closed window and it is focused on a new tab instead of just the tab I had opened when closing.

The issue still exists on 1.14.5b, when I hit Ctrl+Shift+Tab it will focus on a New Tab instance instead of the window it was on.
