Sidebar custom configuration resets between sessions in the app, and instead should persist.

What happened?

I have configured the sidebar like the below

As can be seen the sidebar is wide enough to accomodate the extension icons, and they are pinned on the top row. I have achieved this by configuring the layout like the below in "customize toolbar"

This layout persists (icons in place, sidebar the correct width to accomodate them) in the session. When I close the app, however, and re-open it for another session, the sidebar defaults to the below.

Hopefully it can be seen that this isn't what I want to happen. The way to restore the configuration to how I set it is to once again go to "customize toolbar" - I don't have to reconfigure anything, I just go to the menu and then exit out.

Ideally, the toolbar should stay how I configured it in all cases. This occurs in default and compact mode.
