Ctrl-tab should not cycle through essential tabs

What happened?

I want the Ctrl + Tab shortcut to switch only between non-essential tabs. It should skip essential tabs unless those essential tabs are currently open.

I literally came here to open this issue. Given how far away the essential tabs are from normal tabs in the UI, it is unexpected that Ctrl-Tab sends you from the bottom of the vertical tab list and back up to your essential tabs.
