No mods have worked since the update

What happened?

Since upgrading to Windows 11, several mods have not worked properly. I've tried deleting and reinstalling them one by one, but nothing works.

There seems to be some change in a semi-recent version of Zen that prevents mods from creating settings when installed, on all platforms. For example, the "Better CtrlTab Panel" and "Tab Preview Enhanced" simply don't function because they are unable to store any settings.
