Tab scrollbar dragging is broken again

What happened?
Open enough tabs to get scroll bar in tabs list. Hold and drag it to scroll. Instead of scrolling list it tries to move whole window. This problem was already fixed in past, but appeared again in current version

When fix this issue check that the issues #7374 and #7646 don't happen again.
I confirm dragging doesn't work in linux tarball too. But clicking in other area of the scrollbar to move it works.
I confirm the scrollbar dragging is not working right, it drags the window. It happens on Windows 10 & MacOS on 1.12.3b. Using the https://zen-browser.app/mods/1207efa9-fce4-439f-a673-9d3c0e4e8820/ fixes it though.
The scrollbar dragging in Compact mode doesn't work well in 1.12.3b. Now it's more difficult because of when I do click in the scrollbar sometimes the tabs sidebar hides and the window is moved.

In 1.12.10b the scrollbar in compact mode and normal mode keep not working.
1.13b - still broken, but it works sometimes. No pattern, it randomly decides to work. But without 100% success it is not reliable and therefore still unusable
Same with me. Got current version of Zen... 1.13.2b on Windows 10 and the tabs scrollbar does not work for dragging or clicking to move up/down the tabs... (the only way to go up or down the list of open tabs is to use the mouse scroll wheel... slowly scrolling through lots of tabs...). Also if Zen crashes, when I open it again, it goes back to the first tab, not the tab where I was before the crash. One of the other GH issues suggested to install and use the "clickable scrollbar mod". I just did that and it does allow me to drag up and down the scrollbar successfully, but surely this basic function should work "out of the box" in a web browser without a need for any mods or plugins??

Still happens in 1.14.5b without mods
For me, I'm sure a mod of mine has killed my scrollbar as I've tested clean profiles where the scrollbar works, however, I notice my broken scrollbar works when I go "fullscreen" mode by pressing F11. Exiting fullscreen mode returns the scrollbar to its broken state.
EDIT: Installing the Clickable Scrollbar Mod also resolves the problem.
Interesting. If I maximise the browser using the button at the top right the scrollbar doesn't work. But, if I maximise using F11 the scrollbar DOES work correctly.
It's worth noting that using the button seems to put the browser into windowed fullscreen mode, with the taskbar visible. Whereas, using F11 puts the browser into bonafide fullscreen, overlapping the taskbar. For the record I want to see my taskbar, so I prefer windowed mode.

What exactly do you mean by a 'clean profile'? I've removed all extensions and this still happens. I've just gone back to using Firefox instead. Zen is too unstable for me and the issues with or lack of some basic functionality like this (using the tabs scrollbar) is causing too much frustration. It is not too difficult to improve Firefox security and privacy and reduce its issues, while having less frustration and uncertainty than with Zen.

Hi, just confirming I am also experiencing the same issue on Version 1.14.10b (64-bit), Arch Linux (AUR zen-browser-bin). In F11 fullscreen, the scrollbar does work correctly as well.
