URL Bar not showing on fullscreen mode and glitchin when exiting it

What happened?
- Open a video in fullscreen mode (reproductible with Youtube & Twitch)
- Use cmd + T to trigger search popup while being in fullscreen mode
- Nothing appears
- Exiting fullscreen mode with escape
- The search bar show a list of suggested website but isn't properly shown

This also happens on Mac. In addition, when video playback is full-screen, the sidebar does not open on hovering, and neither does cmdl show the URL bar.

1.11.3t / windows10 I followed all the steps, and didn't see any glitch BTW, "Nothing appears" in step3 should be a normal presentation in fullscreen
I can confirm that the steps provided by the OP are reproducible.
The same behavior can be observed in Mozilla Firefox when using Ctrl + L shortcut to focus on the URL bar while in fullscreen mode. The address bar does not appear during fullscreen and exiting fullscreen (using the ESC key) reveals the URL address bar as if it's selected, with dropdown visible, but it is not actually focused, meaning the user can't immediately type into it.
@FabienBehra38 I don't believe this is necessarily a bug. In fullscreen mode, the window often takes exclusive control of the screen and certain UI elements like the URL bar may be suppressed or not brought to the front due to z-order restrictions or intentional fullscreen behavior. This seems consistent with how many other browsers handle fullscreen.
If I can say a word, as mentioned it's not necessarily a bug, however I sometime found it very practical to be able to access the url bar while watching something full-screen without quitting the full-screen mode.
For example when I am looking to translate or find a definition about a word while watching something, it would be wonderful not to have to do this extra "quit full-screen" step and directly be able to interact with the browser :)
It's the same thing for the sidebar too !
I just report the same problem on Linux/amd64. It looks like URL Bar appearing after the shortcut is pressed, just "below" the fullscreen video. Because, after pressing Esc the URL Bar is there. (And without focus, as noted above.)
