On launch and changing workspace, will open first tab in tab list

What happened?

When launching the Zen browser, it seems to load the first tab of the tab list, in the current workspace.

Should note I am reopening this issue here https://github.com/zen-browser/desktop/issues/6873 as it is still a problem.

I have noticed that it can still be inconsistent at times, but it's common enough to be an issue. Especially if I'm launching the browser for the first time in the day.

Found when it happens. It works for opening any link while browser is closed. Made #7109 because strangely search result did not bring your previous topic

I noticed that when I move a tab to another workspace, it will not be focused on that tab and I gotta scroll down to it (if I got a long tab list).

And along with that when I switch back to the original workspace, it will focus back on the first tab in the tab list.

Seems like right now on 1.12.8b when I first launch Zen (or relaunch after closing) it will be focused on a New Tab instead of the last tab I was focused on. When I change my workspace, it'll be on the first tab in the tab list. When I move the tab to another workspace, it will be focused on the moved tab in the new workspace - which is good. But when I go back to the original workspace it will be focused on the first tab in the tab list (as I already mentioned).
