What happened?
Fairly certain this bug is specific to the newest update, since I've been using letterboxing since I first downloaded Zen with no issues.
When you enable "privacy.resistFingerprinting.letterboxing" in about:config, ~~and set "privacy.resistFingerprinting.letterboxing.dimensions" to 1920x1080,~~ (edit: this apparently happens on any resolution even if this setting remains untouched) resizing windows beyond a certain point will overlay the contents of the window over the side tabs, pretty much breaking the entire browser UI.

Relevant log output if applicable
I can confirm that this issue is reproducible with version 1.11.1b on Linux and Windows, caused by enabling letterboxing.
1. Set 'privacy.resistFingerprinting.letterboxing' to 'true' in 'about:config'.
2. Visit a website and then hit 'F12' to open the Web Developer Tools.
3. Watch the browser's UI completely break.
or
1. Set 'privacy.resistFingerprinting.letterboxing' to 'true' in 'about:config'.
2. Set 'zen.tabs.vertical.right-side' to 'true' in 'about:config'.
3. Visit a website and then shrink the window horizontally.
4. Watch the browser's UI completely break.
Prior to version 1.11 I was using dynamic letterboxing with no preset dimensions (I think Zen was choosing the most appropriate dimensions based on my window size) with no issue. After the update, the chosen dimensions are the window largest dimensions it had, so if I increase the window size then resize it down, the webpage doesn't resize and I loose part of it (like in OP video).
Bump, still reproducible in 1.11.3b.
still happening in 1.12.2 :(

still reproducible on 1.14.10b
reproducible on 1.14.11b
The actual issue is about hidden pref privacy.resistFingerprinting.letterboxing
Not the pref mentioned in the title.
3 issues in Zen when letterboxing is enabled:
- Dev tools break the layout (gets hidden behind web content) > in Firefox website content also overflows the Dev toolbar
- Sidebar on the right has crazy overlay issue when horizontal size is decreased > Firefox has no issue with its sidebar on the right
- The website canvas can increase when dragging the window larger, but when dragging the window smaller the canvas is not reduced so it no longer fits the webview area > does not happen in Firefox
- no horizontal scroll bar is shown, so part of the site falls outside the view.
Prio setting / expectation management: Even in Firefox this is a hidden and unsupported preference. In Zen it is as well. The goal for Zen should probably be not to be worse than FF and at least look at issues 2 and 3.
