Mouse does not become pointer on hover

What happened?
Whenever hovering links or buttons, the mouse does not behave as expected: it should become a pointer, but it stays as the default cursor. This includes links and buttons that would result in that behavior on Firefox.

I am unable to reproduce this on Zen 1.11.1 with Fedora Workstation 41. Does this issue still occur?
Does the correct mouse pointer display on other websites or programs? Is this always the case, or are there specific causes that you can identify?
What Linux Distribution and what Desktop Environment or Window Manager are you using?
Having updated to 1.11.1b, can confirm still have the same issue. I'm using Pop!_OS (Ubuntu based, I believe), with Gnome and their built-in window manager. This is always the case; the other forms, like the cursor for typing etc work fine, just the pointer does not activate. It displays correctly on everything else except Zen (Firefox, Chromium, etc)

If not, can you share some examples of websites where this does occur and where it does not?
Yes, every site I've used so far.
If your information is correct, you currently use Flatpak to install Zen.
Could you try downloading the tar archive or AppImage and running Zen from there, to confirm this is not an issue with the flatpak package? You can download these on the website: https://zen-browser.app/download/
If this is not the fault, I currently have no idea what variable is affecting this.
I have tried the AppImage (or one of those other versions), and it worked there; I do think it's the flatpak that's the variable causing it.
Are you using a custom cursor theme or anything similar? It might be a permission issue of some sort due to Flatpaks sandbox.
In any case, we can be pretty sure: This is an issue with the Zen Flatpak
I just checked: I am using a custom cursor theme. I do not experience this issue with a freshly installed Zen Flatpak.
I am not using a custom cursor theme. There was another person with the same issue on flatpak, on the old issue they had commented. I can try using a custom cursor theme and see if it helps?
The video also still shows extensions and customization, you have stated in the issue that you have tried this with a fresh profile / no customization (I have checked that this issue cannot be reproduced once I removed all my Mods and Custom CSS).
Just to confirm, this happens on a fresh profile inside the Zen Flatpak?
Yes, I took the video more recently, when I tested initially for the issue it was without them. I can try it on a fresh install as well again, perhaps a recent update may have changed it
