Recently closed folder is re-opened as tab group

What happened?

A recently closed folder was re-opened as a Firefox-style tab group (instead of a Zen-style folder).

Expected behavior

The folder is re-opened as a folder.

Actual behavior

The folder is re-opened as a tab group.

Steps to reproduce

  1. Create a new folder with tabs inside it.
  2. Delete the folder.
  3. Go to “recently closed tabs” and select the folder you just closed (it is labelled “tab group” instead of “folder” there).
  4. A new Firefox-style tab group with the folder's tabs is created.
