[Runtime] Consider removing the crowdloan pallet from testnet

Battery Station currently has the crowdloan-rewards pallet included. In case of running a staging network, genesis storage is also initialized with the information for crowdloan-rewards. This is an artifact from the time when one runtime was used for both Zeitgeist and Battery Station. Obviously bidding for Battery Station to get a slot on Kusama or Polkadot will not happen, which was part of the reason to use crowdloan-rewards. Is there any other use case besides allocating a pool of ZTG and paying out a ratio of it to bidders in the parachain slot bidding process? There might be other use-cases, but from my perspective it is unlikely that they occur on the testnet, where we still have the sudo pallet.
