[authorized] Allow origins as authorized entity in `authorized`

For now we will use proxies to allow groups or other entities to decide the final outcome. However, sometime in the future this is a great feature. In that case, we can potentially allow anything, including external oracle services, to become the final deciders of the real outcome. Reducing this to medium priority for now (although it could also be low, not 100% sure here).
