Explicitly support offline mode

On machines with locked-down network connectivity zkg's tendency to clone or fetch repos isn't helpful, and often not required. It'd be nice to tell it to work without remote connectivity. It'd also be good to review whether those interactions are actually needed for the commands invoked.
