I don't know much about adaptive streaming protocols such as HLS or DASH, but I assume it would be possible to create a fallback using HTML5 video.

This is mostly done already but has some issues, it will be added as an experimental feature soon-ish

Not yet, it's still a difficult problem due to how unreliable it is
