[Agent Panel] Make commits supercede agentic edit approvals

Summary

When an agent makes an edit, and I commit it via git, the agentic-edit approval process should interpret this as a Keep.

For a wide range of comparatively simple edits, this effectively cuts 'time to live' for agent code in half.

Description

Steps to reproduce:

  1. Ask agent panel to make a change
  2. Observe changes, evaluate
  3. Commit changes

~~Expected~~ Desired Behavior: Agent Edit Approval step is skipped Actual Behavior: Agent Edits still require approval
