When we scroll up agent panel, and then send a question, the panel should scroll down to show and Agent answering the question.

When we scroll up agent panel, and then send a question, the panel should scroll down to show and Agent answering the question.

Steps to trigger the problem:

1. Get a long context chat conversation
2. Scrool up to find a old information
3. then ask something again. The window stay stopped at the point you leave. However, I think, the usability is to send window down again to show the Agent answering your question.

Actual Behavior: Window panel stay stopped Expected Behavior: Windows should scrool down until the end
