windows: `ctrl-click` hover url to `open_url` not always working in windows platform

Summary

held ctrl and move mouse to hover an url, and then click to open url will mostly failed

Description

Steps to reproduce: 1. 2. 3. 4.

Expected Behavior: open url as MacOS platform. Actual Behavior: mostly failed.
