[Linux] Open File/Folder dialog appears in background

Summary

The Open File/Folder dialog appears behind the Zed window instead of on top. The same issue occurs with the "Save As" dialog.

Description

This issue is a recurrence of #14301.

There are no erros in zed.log.

Steps to reproduce:

1. Open Zed (regardless of whether it is maximized).
2. Open the "Open File" dialog, e.g., by pressing Ctrl+O.

Expected Behavior: The dialog should appear in front of the Zed window. Actual Behavior: The dialog appears behind the Zed window.
