Reopen last file, even in a separate pane

Describe the feature
Currently, there's "pane::ReopenClosedItem", which will reopen the last file in my current pane. However, if I have two panes side by side and I close one of them, there's no way to reopen the closed file. I'd love to be able to have a command which reopens the last file, regardless of what pane it's in. This is similar, but not quite the same as, #16378, which is about reopening files in separate workspaces.

I agree this would be useful! In fact, I think we should copy Safari's behavior, and make cmd-shift-t work across panes within the workspace.
