Arrow keys don't properly work when there's a multiline github copilot suggestion

Describe the bug / provide steps to reproduce it

Hopefully this isn't too painful to reproduce...

When Github copilot produces a multi-line suggestion, pressing the down arrow to move to the line below it does not work. In the attached video, when the copilot suggestion is visible, I'm pressing the down arrow and nothing happens. Not sure if the suggestion being multiline actually matters.

Zed Version and System Specs

Zed: v0.166.1 (Zed) OS: macOS 14.6.1 Memory: 32 GiB Architecture: aarch64
