Reopen Closed Item only works for files in workspace

Describe the bug / provide steps to reproduce it

  1. Open a workspace.
  2. Open a file outside that workspace.
  3. Close that file.
  4. Try trigger "pane: reopen closed item" (cmd-shift-t)

Notice nothing happens. It should reopen the tab.

Zed: v0.150.0 (Zed Nightly 455850505f7b3a3f091cf8c26f251d8fa8471dcf) OS: macOS 14.6.1 Memory: 64 GiB Architecture: aarch64
