Describe the feature

on Windows there are 3 different targets: for msvc, for mingw/gcc and llvm-mingw toolchains. while working there I found several issues that are actual only for mingw, but not msvc

recently RELEASE_VERSION environment variable was added for Linux CLI. can be it used for editor too? I can open a separate issue for a such suggestion
