Add Angular extension

This extension is still a work-in-progress, but I wanted to get a pr up to in case someone goes looking.

What works:

• angular template HTML files seem to have basic angular intelligence.

What doesn't work:

• Typescript LSP with angular plugin when working in TS files
• Auto complete for angular directives.
• A lot of other stuff (will update this list later)
