Provide ability to restart services for disconnected device from ui

to do devices services restart we can run launchctl kickstart gui/$UID/com.zebrunner.mcloud.<udid> shell command. details can be found: https://github.com/zebrunner/mcloud-ios/issues/151

So in scope of this ticket let's try to find a way on UI to initiate restart for disconnected iOS device.
