Add Fast Scroll Support

To make scrolling convenient for long pages, most IDEs have built-in support for Fast Scroll, major browsers support Fast Scroll with an extension, see list below:

In Zeal, Control + Wheel is assigned to zoom, I think Alt + Wheel can be assigned to fast scroll, as that is convention for Fast Scroll extensions.

Should be doable with the new Chromium based web view. I probably won't get to this any time soon but contributions are welcome.
