[ZSA] Fees for ZSA issuance.

Changes must be made to ZIP 317 - Proportional Transfer Fee Mechanism in order to correctly reflect the cost to the network of ZSA issuance.

The updates to ZIP 317 for ZSAs are specified in ZIP 227, which is being tracked in #960.
