Update protocol spec references in ZSA ZIPs to point to a more recent version (at least 2023.4.0)

The update of references to 2023.4.0 (which is the most recent at present) was done as part of the merge of the ZSA ZIPs into upstream (more specifically, in this commit).

So there is no actionable work for this issue at the moment.

The protocol was updated to 2024.5.1 a few days ago, with NU6 changes. https://github.com/QED-it/zips/pull/70 updates the references in ZIP 226, ZIP 227 and ZIP 230 so that our branch (aka #854) continues to point to the most recent version.
