[ZIP 219] Disabling Addition of New Value to the Sapling Chain Value Pool

Next steps in the ZIP process:

  • Start writing a draft.

This would be similar to ZIP 211. Don't panic, there are no plans to do this until Orchard is very well established, but @steven-ecc asked me to assign the ZIP number anyway.

[Orchard is provisionally the new name for the protocol we were calling Pollard.]
