Make it easier to verify the Sapling parameters

  • Sapling parameters will now be used from their default location if a params file is not provided in the current directory.
    • Tested on Ubuntu and Windows 10.
  • High-level status updates are now printed.

I'm about to run this again after powers of tau verification finishes so i can give a tested ack shortly but otherwise lgtm.
