zcash_client_backend: Required functionality for full `zcashd` wallet replacement.

This is a high-level tracking issue to serve as a target for identifying all of the functionality that would need to be added to zcash_client_backend to permit construction of a replacement for the zcashd wallet that fulfills the needs of current users of that wallet.
