Validate Ethernet/IP/TCP checksums

Very minor, but currently invalid checksums are ignored.

The `TCPLayer` can pass RST messages through, but their handling could be improved.

Currently it uses 0/1 to correspond to the NIC. TCP should set up the connection abstraction for higher layers.
