You mean freej2me-web source code? Then:

1. Clone/download the repository
2. Launch npx serve:

npx serve -u web

But if you're talking about the whole CheerpJ hosted on cjrtnc.leaningtech.com then this is a proprietary engine which we can't officially download (that would equal DMCA)..
