New Component: Automatically add metadata in dataset.

Component to add Metadata to the Dataset. Minimal the timestamp of creation and the version or git sha1 of the pipeline description.

Ideally including information which files and which version (timestamp) were used to create a dataset.

This is something which was partially done for some projects, we need to cherry-pick from them and create a template for what makes sense:

• VoID template for Basel
• Statistik Stadt Zürich Issue

I will come up with a proposal based on these issues
