Powertrack backfill

My previous pull request was altered by admin, and the backfill parameter moved from the constructor of the URI strategy to the method for creating a stream.

This pull request exposes the backfill parameter in the PowertrackStreamBuilder#withBackfillMinutes, as well as fixes some failing tests.
