Support gitlabs file lock functionality

Normally would like to post the associated API doc with this, but I had trouble finding it in my cursory glance, if someone stumbles across this and can post the docs would be greatly appreciated and accelerate implementation. Currently I'm fearing that it's not actually exposed in the API.
